2017, a year of fulfilment for you and your entire family

Today marks the beginning of the year 2017, a year filled with milk and honey, a year of plenty, a year of increase, a year of favour, a year of open doors. And am here to prophesy to you as GOD told me to say to you and me and if you are the one take it but if is not for you ignore. THIS YEAR 2017 IS A YEAR OF NEW THINGS (NEVER EXISTED WONDERS) (Isaiah43:19, mark 2:12) AND ALSO A YEAR OF DIVINE ESTABLISHMENT AND SETTLEMENT (1Peter 5:10)! Therefore i prophesy to you that in this year 2017, you and your household shall experience new wonders on every side. Good things will never stop happening to you and your household. Those that mocked your family shall tell your testimony. The heathen shall tell of the goodness of God in your life. THIS YEAR 2017 MARKS THE BEGINNING OF LAUGHTER IN YOUR FAMILY. And As you have entered the year 2017, that thing that couldn't stop you in 2016 won't stop you again. Hence you didn't die in 2016, you won't die again until you fulfill your days here on earth. what you couldn't achieve in 2016, you will achieve them this year 2017. All the praying without answer will be answered this year. In this year 2017, you will rule over your enemies, in this year 2017, a thousand shall fall by your left hand side and ten thousand by your right but it shall not come near you nor your household. In this year 2017, the Lord shall preserve you and your family. In this year 2017, whatsoever you put your hand to do shall prosper. May your destiny Helpers locate you this year. This is one good wish that does not suffer religious partisanship or social revulsion. Everbody wants a happy new year. It may not be out of place to say that all major world religions pray for a brighter future. The world calendar accepts the first day of January as the beginning of a new year and that the old year ends on the 31st day of December. With the new come new things! It is good to wear the "new year mentality" which is usually characterised by high hopes, great expectations, solemn prayers and paradigm shift resolutions. Every one looks up to and into the new year with renewed enthusiasm and bubbling energy. This is the secret behind the famous "New Year Resolutions". The new year mentality is so enchanting that no matter how good the outgoing year is or has been, everybody looks forward to a better and brighter new year. Bill Gates - Windows Operating System... just one idea from God! 3. *Eagles do not Eat Dead things. You can do it ...focus and lock your eyes and efforts on what makes you successful. 5. *Eagles Prepare for Training;* They remove the feathers and soft grass in the nest so that the young ones get uncomfortable in preparation for flying and eventually flies / when it becomes unbearable to stay in the nest. The Eagle picks its eaglets on its back and takes them so high above the clouds....then turns on its back dropping the eaglets in order to train them how to fly. And one by one the Eagle picks them up before they hit the ground. In fear the eaglets finally know how to fly. *MEANING*; Allow yourself to be trained. Allow people to speak to you. You don't know it all. Have a meak heart to learn and listen to others whatever your position in society. Leave your Comfort Zone, there is No Growth there. Have a mentor, submit yourself under someone. Be humble. If you have to learn a new skill tough decisions have to be made and there is pain to be experienced. Though it is dangerous the Eagle drops its Eaglets. God will let you go through situations and allow you to drop as if he never cared...but He will never leave you nor foresake you until you eventually learn how to fly like an Eagle. Happy New Year in advance. 6. *When the Eagle Grows Old,* His feathers becomes weak and cannot take him as fast and as high as it should. This makes him weak and could make him die. So he retires to a place far away in the mountains. While there, he plucks out the weak feathers on his body and breaks its beaks and claws against the rocks until he is completely bare; a very bloody and painful process. Then he stays in this hiding place until he has grown new feathers, new beaks and claws and then he comes out flying higher than before. *MEANING*; Accept it! You are growing old by the day. Pleasure and the elegant looks you have today will all fade away. There comes a time that you have to settle. Have a family, a steady business or job, be in a steady relationship, have a house of your own. We cannot play forever. Pleasure never ends! We occasionally need to shed off old habits no matter how difficult, things that burden us or add no value to our lives should be let go of. *Let it go, let it go, let it go* Be furious with yourself ... be angry about your life... you can't be at the same position year-in-year-out. Take this time to shade off the bad habits....check and pluck out the things that make you bad ...things that make you look bad... friends that make you unsuccessful....there is pain but the end thereof is sucess. Some Nigerians have raised concerns over the economic and financial crimes Commission (Efcc) 'abuse of law under the concept of holding charge

Some Nigerians have raised concerns over the Economic and Financial Crimes Commission (EFCC)’s abuse of the law under the concept of ‘holding charge’ to keep corruption suspects beyond the time stipulated by law. The EFCC has often been accused of detaining suspects indefinitely without formal charge. But most times, the commission obtains remands from different courts or different jurisdictions to avoid breaching the constitution.  Section 35 (3) of the 1999 Constitution provides that “any person who is arrested or detained shall be informed in writing within 24 hours (and in a language that he understands) of the facts and grounds for his arrest or detention.” Sub-section 4 (a) and (b) provides for commencement of trial within two months or three months depending on the nature of the case. Sections 293 to 296 of the Administration of the Criminal Justice Act (ACJA, 2015) provides that a remand obtained from court can be valid for 14 days and renewable for another 14 days-if the authority shows ‘good cause.’ But the EFCC has been accused of circumventing these legal requirements by obtaining different remand after the expiration of the previous one to keep on holding a suspect on the pretext of non-conclusion of investigation and trial. A police sergeant and official of Access Bank arrested in River State for robbery

 Police sergeant, bank official arrested for bank robbery in Rivers state. -The police have arrested one Sergeant Ukwuoma and an employee of Access bank, Samuel Ndudiri, who are suspected members of a criminal gang - Ndudiri was said to have masterminded a failed robbery in one of Access bank branches in which three suspects were arrested - The police have disclosed that that efforts are in top gear to ensure the arrest of the fleeing members of the gang The Rivers state police command has confirm the arrest one Sergeant Promise Ukwuoma and an employee of Access Bank, Rumuolumeni Branch, Samuel Ndudiri, identified as members of a criminal gang who attempt to rob the bank. According to a report on The Punch, both men were said to have to been apprehended on Friday, December 23, after a subtle investigation by operatives of the Intelligence Response Team with assistance from Technical Intelligence Unit of the Nigeria Police. Recall that the police on Thursday, December 22, foiled what would have been a major bank robbery in Rivers state and arrested three suspects. However, some members of the gang, including a police corporal, Gabriel Igwe, of the 19 Police Mobile Force, are currently on the run, while two AK 47 rifles belonging to the serving police personnel were recovered during the operation. Ndudiri, the Access Bank employee, was said to have masterminded the failed robbery of the bank with the assistance of the police sergeant, who is from the Department of Operations, Port Harcourt. An online statement released by the police read: “Arrest of a serving Police Sergeant and bank staff involved in bank robbery and recovery of two AK47 rifles belonging to serving personnel on 23/12/2016 at about 1135hrs. “Sequel to the arrest and handing over of three suspects involved in Access Bank, Eagle Cement Rumuelumeni branch robbery to Intelligence Response Team by CP, Rivers state, for discreet investigation, IRT operatives immediately commenced investigation and with technical assistance from TIU (Technical Intelligence Unit), two key members of the gang were arrested. “Sergeant Promise Ukwuoma of DOPS Port Harcourt and Mr. Samuel Ndudiri ‘m’, 38 years, a staff of Access Bank, Eagle Cement (Rumuolumeni) branch, who brought the job and masterminded the robbery were both arrested in Port Harcourt. “Exhibits recovered are two AK47 Rifles with breach Nos. 523513 / 21173 and two AK47 rifle magazines fully loaded. One Cpl. Igwe Gabriel of 19PMF attached to RRT DOPS, now at large, is the owner of the second rifle with S/No. 21173.” According to the statement, Gabriel Igwe, the police corporal, left the rifle at his beat and escaped when he got information that his gang member, Sergeant Promise Ukwuoma, had been arrested. THE DANGERS OF RUNAWAY BOKO HARAM TERRORISTS As we congratulate the Nigerian Military for its acclaimed final victory over the dreaded Boko Haram terrorists with the capture of the group's last stronghold in Sambisa forest, we, who are in areas deemed safe from the encroachment of these Islamists must be more careful and pray that the displaced terrorists do not find their safe havens around us. The danger in this acclaimed defeat is that these terrorists were neither captured nor killed, but left to run away. In the words of the President and Commander-in-Chief, President Muhammadu Buhari; "I was told by the Chief of Army Staff that the CampZero fell at about 1:35pm on Friday, December 22, and that the terrorists are on the run, and no longer have a place to hide. I urge you to maintain the tempo by pursuing them and bringing them to justice." This reality should give reasonable Nigerians serious cause for concern as we mind the fact that no one goes around with Boko Haram tag on his or her face. A Russian military plane has disappeared from radar just minutes after take-off from the Black Sea resort of Sochi, local media have said. They quoted a source at the emergency ministry as saying the missing aircraft was a Tu-154. The country’s defence ministry later confirmed its plane was missing, adding that 91 people were on board, Russia’s news agencies said. Unconfirmed reports said the plane was flying to Syria’s Latakia province. Interfax news agency reports quoted the emergency ministry source as saying the plane disappeared from radar 20 minutes after taking off from Sochi’s Adler airport at 05:20 local time (02:20 GMT). The aircraft went missing as it was manoeuvring over Russia's territorial waters, the source added. Local news agencies later quoted Russia’s defence ministry as saying that 83 passengers and eight crew were on board the plane. Reports suggest a military music band and reporters were among those on board the aircraft. A search operation was now under way, Russia’s state-run Rossiya24 TV channel said.

Hijackers of Libyan passenger plane surrender; all 118 on board released unhurt By News Express on 24/12/2016 •Two hijackers surrender to the military on the runway at Malta Airport on Friday [Darrin Zammit-L Two hijackers of a Libyan aircraft with 118 people on board surrendered to authorities on the island of Malta hours after claiming to have hand grenades and threatening to blow the plane up unless their demands were met. Maltese Prime Minister Joseph Muscat said on Twitter that all passengers and crew had been safely released by Friday evening. The hijackers, Muscat said, had “surrendered” and been “searched and taken in custody”. The prime minister said the hijackers had one pistol and one hand grenade on them, and a second handgun was later found on the plane. In a later statement, the government said initial forensic investigations showed that the weapons used by the hijackers were identical “replica” weapons - imitation weapons that may not actually fire but are difficult to distinguish visually from real guns. One of the hijackers told the flight crew of the Afriqiyah Airways plane that he was “pro-Gaddafi”. Former Libyan leader Muammar Gaddafi was killed in an uprising in 2011, and the country has been racked by factional violence since. Libyan Foreign Minister Taher Siala confirmed the two hijackers were supporters of the slain dictator Gaddafi and had requested political asylum in Malta. Siala, from Libya's internationally backed Government of National Accord, said the hijackers also said they want to set up a pro-Gaddafi political party. Hours after landing, people could be seen disembarking from the aircraft. Tim Diacono, a journalist from Malta Today, told Al Jazeera the hijackers had grenades and “threatened to blow the plane up”. The last major hijacking on the tiny Mediterranean island of Malta was in 1985, when Palestinians took over an Egyptair plane. Egyptian commandos stormed the aircraft and dozens of people were killed. Security personnel took up positions a few hundred metres from the plane as it sat on the tarmac on Friday. Malta-based journalist Karl Stagno-Navarra said one of the hijackers had appeared at the door of the plane waving a large green flag – similar to the old Libyan flag under Gaddafi's rule. After a few moments he put the flag down and returned inside. “This is not an issue of international terrorism, this is an issue of internal feud that is still ongoing in Libya,” Stagno-Navarra said. The aircraft had been flying from Sebha in southwest Libya to Tripoli for state-owned Afriqiyah Airways, a route that would usually take about two hours. The Afriqiyah Airways plane was diverted towards Malta, but turned back as far as Libyan airspace before changing course again and flying to the Mediterranean island, an airline official said. Malta is about 500km north of the Libyan coast. Prime Minister Muscat also tweeted that the passengers on board the plane included 82 men, 28 women and one infant. Justice Mojisola Olatoregun made the order freezing the accounts after listening to an exparte application filed by the Economic and Financial Crimes Commission (EFCC), sometime in November. The order, according to the Commission, covers Mrs. Jonathan’s accounts in Ecobank Plc, Skye Bank Plc, Stanbic IBTC Bank, Diamond Bank Plc and Fidelity Bank Plc. The anti-graft agency said that the move to request the freezing of the accounts became necessary after it received intelligence report, which showed that the accounts ought to be investigated. The ex-parte application to freeze the accounts was supported by an originating summons sworn to by one Abdulahi Tukur, an operative of EFCC, and filed before the court by the EFCC prosecutor, Rotimi Oyedepo. It requested the court to urgently direct the managers of the bank accounts to, in the interim, forfeit the money in the accounts, to prevent further tampering with same. After issuing the order, Justice Olatoregun directed the anti-graft agency to enter into an undertaking to pay damages to the former first lady if it turns out that the order should not have been made. One of the accounts, domiciled with Skye Bank plc, is said to have a balance of $5,316.66. Also affected by the order are five companies namely; Finchley Top Homes Limited, Aribawa Aruera, Magel Resort Limited, AM-PM Global Network Limited and Pansy Oil and Gas Limited. Also affected is one Esther Oba who is said to have a balance of $429,381.87 in her Diamond Bank account while the companies collectively have a balance totaling N7,418,829,290.94 (Seven billion four hundred and eighteen million eight hundred and twenty nine thousand two hundred and ninety naira ninety four kobo). ECCC Chairman has been cleared by another security report for confirmation

Another security report cleared Ibrahim Magu for confirmation as Economic and Financial Crimes Commission (EFCC) chairman, it was learnt yesterday. The Department of State Services (DSS) sent two reports to the Senate, which did not screen Magu but “rejected” his nomination. The DSS letter clearing Magu for consideration, dated October 3, 2016, was sent to the Senior Special Assistant to the President on National Assembly Matters, Senator Ita Enang. Although the letter accused Magu of some infractions, it said the Senate could give Magu the benefit of the doubt. The Nation stumbled on the letter, which reads: “Following the receipt if the aforementioned request, subject was thoroughly screened. ”Investigation revealed that Magu is currently occupying a residence rented for N40m at N20m per annum. This accommodation was not paid from the commission’s finances but by one Air Commodore (name withheld), a questionable businessman and an ally of the subject who has subsequently been arrested by the service.” The DSS, in the letter, also said its investigation revealed that Magu “parades a twin personality as an anti-corruption Czar and an ally of a corrupt man.” But the letter recommended that Magu be considered for the office. It added: “In the light of the ongoing, Magu’s integrity may be in doubt. Nonetheless, in view of his-achievements since assumption of office in acting capacity, it may be expedient to give him benefit of doubt and be considered.” The two letters were sent to the Senate on the same date through the Acting Clerk to the National Assembly, Mohammed Sani-Omolori and Enang. “We sensed that something was wrong because such letters ought to be addressed to the President of the Senate. It was also strange that the letters came to the Senate through two channels. This is not our procedure.” The two letters have sparked a big row in the Senate, with some senators collecting signatures to remove Senate Leader Ali Ndume. A source said: “There is a cold war in the Senate because some Senators were not aware of the letter which recommended Magu’s consideration. “The aggrieved senators also suspected some hidden agenda because only the letter which indicted Magu as unfit for the office was released to the public. “Some anti-Magu senators were said to be unhappy with Ndume’s support for Magu which they consider not in tandem with the position of the Senate rejecting his nomination. “A crisis of confidence has erupted and the anti-Magu senators last night were compiling the ‘sins’ of Ndume in order to pass a vote of no confidence on him by collecting impeachment signatures. “But those sympathetic to Ndume said it will be impossible to remove the Senate Leader because he enjoys tremendous goodwill in the Senate.” A Senator said: “What else do they want Ndume to do? He is a Senator from Borno State and the man we are talking about is also from the state. He cannot fold his arms. “Some Senators don’t even know that Ndume is just being patriotic. Magu is from the majority Kanuri ethnic group. Ndume is from a minority ethnic group in the state. “If Ndume wants to be selfish, he would just distance himself from the travails of anyone from the majority ethnic group.” Presidential Assistant Enang said last night he would not want to be drawn into the issue. He told our correspondent on the telephone: “I don’t want to descend into the arena because whatever I say will deepen the controversy. “My job is that of a liaison officer and I want to stick to that role.” Disturbed by the intrigues over Magu’s fate, some donor agencies, anti-graft war partners and foreign missions are anxious over the anti-graft war’s future. Most of the donor agencies, partners and foreign missions are said to favour Magu’s retention. The intrigues have heightened in the Presidency. Although those against Magu are said to be losing out in the last 48 hours, they have not given up. Most of the donor agencies, partners and foreign missions are disturbed about the scandal woven around Magu, whose rejection without “fair hearing” was also rated by some of them as “political.” A government source said: “The Presidency will resolve this challenge at hand in EFCC soon.” A source said: “The AGF is already working on the Senate Committee’s report and DSS reports on Magu. His advisory might guide the government accordingly.” Some of the donor agencies and partners that have collaborated with the EFCC include United Nations Office on Drugs and Crime (UNODC), US Justice Department, the DFID, FBI, the National Crime Agency( NCA), the Metropolitan Police, the Interpol, City of London police, Serious Organized Crime Agency(SOCA), UK-sponsored Justice 4 All (J4ALL) , the Commonwealth Secretariat, the Western Australia Police and some foreign missions. The UNODC project led to the treatment of more than 5000 petitions, 400 convictions and the recovery of about $6.5billion proceeds of crimes. A diplomatic source, who spoke in confidence with our correspondent, said: “We are all worried that each time your country takes a step forward to fight corruption, you end up going 10 steps backward. But the way things are going, it is a bit unclear.” Another source from a foreign mission said: “We have worked closely with Magu and naturally, we have some anxiety on what next. “Some donor agencies and missions have invested a lot in assisting anti-corruption agencies in Nigeria, especially EFCC, but there is always instability. “For instance, in the last 12 years, you have had four people managing the EFCC. We are all watching events before drawing our conclusions. “All I know is that the attitude of Nigeria towards tackling corruption might define its relationship with some countries.” A source in PACAC said: “We have been receiving enquiries from some foreign missions and international agencies.” Some of the assistance to EFCC are as follows: *The US Federal Bureau of Investigation(FBI) donation of a forensic work station, titled F.R.E.D (Forensic Recovery of Evidence Device). * The payment of forensic accountant that assisted the EFCC to uncover those accused in the fuel subsidy fraud. *Joint tactical and operational activities like collaboration with the Interpol, City of London police, Serious Organised Crime Agency(SOCA). * NCA collaboration with EFCC to probe the oil sector during the tenure of a former Minister of Petroleum Resources, Mrs. Diezani Alison- Madueke. *Ongoing MoU between EFCC and Western Australia Police to combat internet fraud and money laundering.

RRS nabs 22-yr-old fraudster posing as girl on Instagram On December 19, 20163:29 amIn NewsComments *Says he has duped over 33 people *Claims to be friend to Nollywood stars By Olasunkanmi Akoni LAGOS— A 22-year-old part-time student of the Nigerian Institute of Journalism, Ogba, Lagos, Falope Oluwole Israel, who has been posing as a girl on Instagram to defraud unsuspecting people, was last week arrested by operatives of the Rapid Response Squad, RRS, of Lagos State Police Command. Suspect Falope was reportedly arrested by officials of the RRS decoy team at a popular club in Ikeja City Mall last Thursday after trailing him for weeks. His arrest along with a colleague was sequel to series of monitoring by the officers and those that he was interacting with at the club. It was gathered that the suspect recently celebrated his birthday at Hard & Rock, Lekki, Lagos, a week before his arrest, where he reportedly lavished over half a million naira on foods and drinks. The suspect, a 100 level part time student, confessed to the crime, saying he had been in the business for more than two years. The Police revealed that Falope’s activities on Instagram was placed under investigations following series of complaints about an Instagram handle @blackberbiedoll, used for criminal activities, which was later traced to him. Apart from @blackberbiedoll, which he prominently used for fraudulent activities, he maintained @froshwhite007 and @froshwhite separately for same purpose. The victims’ story One of the complainants, simply identified as Bernard, stated that he got a friend request from @blackberbiedoll: “Apparently, the picture on the account was that of a lady. The lady in question messaged me on BBM. Honestly, I thought I was chatting with a woman, who claimed to be in Nigeria at the time. “She lied to me that her father was a Nigerian and her mum, a Kenyan, and so we got talking. At a point, she lied that she was building a beauty outfit in Ikota Shopping Mall, VGC and that she was in need of some money to complete the mall. “I had to transfer N1 million to her. Weeks later, I grew suspicious of the account name Olawole Israel Oluwaseun Falope. I ran a search on Google, and then discovered it was all scam. “Immediately, I reported the incident to Instagram and that account was blocked and later suspended to prevent others from falling victim.” Another victim, who preferred anonymity, explained how he paid N100, 000 into his account to support his bogus fashion outfit. I’ve duped 33 men of millions —Suspect In a confession, the suspect noted that since he started the fraudulent act about two years ago, he had duped no fewer than 33 men pretending to be a lady on Instagram and that the least amount he received from any of them was N80,000. He confessed: “When I started, much as I pretended to be a lady on phone, some men on the other side didn’t believe me. I then downloaded an app on Google which transformed my voice into that of a lady whenever I am having conversation. “I got several pictures of Shayla, a pretty United States-based lady on my profile. Since then, men have been disturbing me and calling to request a date. “What I do is that I assess people based on their appearance on Instagram, add them and thereafter open up conversations with them before I started bringing up all manners of stories in order to dupe them. “At a point, I lied to most of them that I had an accident and I lost my ATM. I told them that I need some money. Some of them were generous enough to drop money into my account. “I lied to them that I was putting up a boutique and saloon at Ikota, VGC and Lekki, and that I needed money to finish setting up. “I know I made a mistake downloading Shayla’s pictures and used them for fraudulent purposes. I am telling you the truth, those that I have collected money from can’t be more than 33”, he explained. Investigations, however, revealed that the owner of the profile pictures the suspect used, @Shayla, had complained to Instagram that some Nigerians were using her profile pictures to scam unsuspecting members of the public. Suspect claims to be friend to Nollywood stars It was also disclosed that the suspect claimed to be a friend of Toke Makinwa, Tonto Dike, Don Jazzy, Peter Okoye, Toyin Aimakhu, Tee Y Mix, Oristsefemi, Timaya, Sean Tizzle, Dami Adenuga, Ramsey Noah among others. “I know all of them. I attend lots of shows; I meet them, take photographs with them, even exchange numbers. Like sister Toke Makinwa, Tonto Dike, Uncle Ramsey Noah, these are the kind of celebrities I look up to and I want to be like them”, he stated. But RRS investigators confirmed that he was following a lot of Nigerian celebrities on Instagram but at press time they could not confirm if any of them had fallen prey to Falope’s antics, as many of his Instagram chats with them got no response. Confirming the development, the Police Public Relations Officer, Superintendent Dolapo Badmos, warned Nigerians to be careful on the social media because scammers are on the prowl worldwide. The suspect has been transferred to State Criminal Investigation Department (SCID) for further investigations.

Presidency Alerts Senate of Cabinet Shake up Next Month , As Buhari Shops for Lawal’s Replacement Dec 19, 2016 Top News President Muhammadu Buhari • 10 ministers may be moved as Buhari quietly shops for Lawal’s replacement as SGF The presidency has reached out to the Senate informing it of its intention to carry out a cabinet shake up that may affect no fewer than 10 ministers in the federal cabinet early next year, our reporter learnt last night. An impeccable source told our reporter that the presidency had decided to give the Senate the heads up on the imminent sack of some ministers and their replacement with new nominees in the spirit of the recent rapprochement reached between the Senate leadership and the presidency. The objective on the part of the presidency is to avert a volatile screening process. Our reporter further learnt that other than the changes to the cabinet, it has become compelling for Buhari to fill the two existing vacancies created by the demise of Mr. James Ocholi, former Minister of State for Labour and Productivity, in March this year and the imminent exit of the Minister of Environment, Mrs. Amina Mohammed, following her appointment as the Deputy Secretary-General of the United Nations (UN). Ocholi, before his unfortunate demise in a car accident, represented Kogi State in the cabinet while Mrs. Mohammed represents Kaduna State. A source close to the presidency, said the presidency was disturbed by the series of conflicts between it and the Senate in recent times, resulting in the rejection of various presidential requests. THISDAY also learnt that some of the 10 ministers to be affected by the exercise would be dropped while others would swap portfolios. It was also learnt that having worked with the ministers for 14 months, Buhari now has the opportunity to put things in order in his cabinet. “There is an understanding that in the new year, one of the key assignments the Senate will undertake, aside from the consideration of the 2017 budget, is the screening of new ministerial nominees who will be replacing some of the ministers that will soon be asked to leave the cabinet,” the source said. It was also learnt that the Buhari administration was prepared to effect changes, following the criticism that it had put round pegs in square holes. So he wants to ensure that come next year, ministers are rightly placed while those considered to be under-performing are shown the exit. It was also learnt that the exercise would affect appointees from the various geopolitical zones, just as THISDAY learnt that both the presidency and the Senate had rubbed minds on the issue in their renewed resolve to work together in the interest of the nation. The presidency was said to have opted to carry the Senate along in its subsequent plans because it was said to have been taken aback by some of the parliament’s recent decisions. For instance, only last Thursday, the Senate rejected the acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu. Earlier, it had rejected the president’s request for approval of a $30 billion external borrowing plan. It also returned the non-career ambassadorial list and dropped some nominees of National Communications Commission (NCC). In addition, it returned the Medium Term Expenditure Framework (MTEF) before re-considering it stance. A source told our reporter in the Senate that despite the presidency’s search, the forthcoming screening of ministerial nominees would not be a walkover for anyone. “The senate will set a high standard. Security reports will be taken seriously. There will be thorough screening. It will not be a tea party,” he added. Buhari Shops for Lawal’s Replacement In a related development, Buhari may have begun to quietly shop for a replacement for the Secretary to the Government of the Federation (SGF), Babachir David Lawal, who is currently facing corruption allegations,our reporter has learnt. Sources in the presidency who hinted at the development, said the recent allegations that a company, Rholavision Engineering Limited, which Lawal owns, corruptly accepted payments from another company, Josmon Technologies, exceeding N270 million, was just the breaking point for the president, thus prompting the need for his removal about three weeks ago. Bank statements and other documents exclusively obtained byour reporter from the Presidential Initiative on the North East (PINE), whose budget is managed by the Office of the SGF, showed that Josmon and Rholavision were awarded contracts early this year to remove plant species (removal of weeds) that had invaded Komadugu water channels in Yobe State as well as the irrigation of the water dams in the same area for almost N300 million. The payments that were made to Josmon were subsequently transferred in several tranches of N10 million to Rholavision’s account with Ecobank International Plc on March 30, 31 and April 1, 2016, contrary to civil service rules and laws barring public sector workers and appointees from awarding contracts to themselves or companies linked to them. Even more damning was the fact that Lawal, who claimed that he relinquished his shares in Rholavision on September 16, 2016, was the sole signatory of the account of the company, as his personal Bank Verification Number (BVN), was linked to the company. It was on the basis of this incriminating evidence that the Senate last week called for his resignation and probe. In his reaction, Lawal, however, dismissed the report of the Senate that indicted him, stating that the senators were “talking balderdash”. Following the indictment, one of those being touted as a likely successor to Lawal is the current Minister of Agriculture, Chief Audu Ogbeh, who was originally penciled down for the post but was edged out due to a report which claimed he had huge unsettled debts. Presidency sources informed THISDAY that those who wanted Lawal in place of Ogbeh had cooked up the debt report to discredit him for the office, but that the president has since discovered that the report was actually doctored to disqualify him. With Lawal now considered damaged goods, Ogbeh’s name has resurfaced and may come up again for the post of SGF, if the president finds a better replacement for him in the agriculture ministry. Lawal was also said to have been marked down for replacement some three weeks ago because of his alleged meddling in the Ondo governorship election considered to have been inimical to the interest of the president, especially now that there appears to be cracks within the ranks of the All Progressives Congress (APC). Lawal was believed to have done himself in when the deployment of security personnel relevant to the Ondo election were effected. Specifically, a certain Deputy Inspector-General (DIG) of Police, who was deployed to oversee the exercise with clear instructions from his principal, the Inspector-General of Police, on how to go about his assignment, was said to have complained to someone close to the president that he received a call from Lawal with a contrary order. According to the source, Lawal had asked the DIG to report to Chief Pius Akinyelure, APC chairman in the South-west, and brief him on developments. But Akinyelure, a very close ally of Senator Bola Tinubu, though an APC chieftain, was believed to have worked for the Alliance for Democracy (AD) and its candidate, Olusola Oke in the Ondo election. Ironically, this fact was unknown to the DIG, the implication of which was that he would have inadvertently played into the hands of the opposition on account of the order handed to him by Lawal. When the matter was eventually brought to the notice of the president, he was said to have been very livid and called Lawal immediately with a strong warning that the next time he found him meddling in the Ondo election matter or any matter not assigned to him, it would be his last assignment as SGF. It was on this basis that Lawal was said to have backtracked on the election that was eventually won by Mr. Rotimi Akeredolu (SAN) who had the blessing of Buhari. Those around the president, when he spoke to Lawal, were said to have been worried for the SGF, saying they had never seen or heard the president speak to anyone with such anger, adding that from the demeanor of the president, “we knew Lawal was in trouble and it was only a matter of time before he was relieved of his job”. A source added: “With the PINE contract, which clearly borders on corruption, there is no doubting the fact that he is a goner. There is no way he or the president can defend this. “However, one would have expected that as a decent person, he would have sent in his letter of resignation and not wait until he is shown the way out. “But whether or not he likes it, the allegations are too weighty for the president to ignore,” the source said. He explained that “what they actually wanted to do was to fund the Ondo election with N1.3 billion Ecology Funds to be done in somewhere in Ogun State. “But neither Vice-President Yemi Osinbajo nor Governor Ibikunle Amosun of the state was aware. And when they started touting the VP’s name, he quickly wrote a formal letter and washed his hands off the deal.” The source said practically all members of the Buhari cabinet were happy about the development, as Lawal seemed to have no friends amongst them, because he wields so much powers they cannot explain. Even more worrisome for him, the source added, is that those who actually run the show in the government are also no longer comfortable with him and had been looking for a way to edge him out. Unfortunately for them, Lawal is said to have been lucky all along because the president had personally watched his back and dismissed every attempt to advance his removal. But with the Senate report clearly indicting him, they are happy and confident that he would not survive it since it is against everything that the Buhari’s government stands for.

President Muhammadu Buhari has ordered the investigation of top officials of his administration who have been accused of corruption. A short statement by Mr. Buhari’s spokesperson, Garba Shehu, indicated the president’s directive. “The attention of the presidency has been drawn to a number of reports in the media, in which various accusations of corruption have been levelled against some top officials in the administration,” Mr. Shehu said in the Sunday statement. “In that regard, President Buhari has instructed the Attorney General of the Federation to investigate the involvement of any top government officials accused of any wrong-doing. If any of them are liable they will not escape prosecution.” Although the statement did not mention any specific officials, the Secretary to the Government of the Federation, Babachir Lawal, and the Acting Chairman of the anti-graft EFCC have both been accused of corrupt practices. Mr. Lawal was indicted by the Senate of making millions of naira of public funds from non-executed contracts in the troubled north-east using one of his companies. The Senate has since asked for his suspension and prosecution, although he has denied any wrongdoing. Mr. Magu’s confirmation as substantive chairman was blocked by the Senate last week. Senator Ita Enang (Akwa Ibom North East) described the opposition to the 10 per cent host community fund by mostly northern senators as “misplaced”. Enang, who is also the Chairman, Senate Committee on Rules and Business, said that those opposed to the fund should know that over 83 per cent of oil blocks are owned by northerners. But he did not give the number of oil blocks Nigeria has. Senator David Mark, who seemed to have been shocked by what Enang said, said the Akwa Ibom lawmaker should not be distracted (some senators were grumbling) because he was making an important point.Mark asked Enang whether he could substantiate his claim. Enang promptly pulled out a document from his folder and reeled out oil blocs and their owners. He said he did not intend to divide the country but to guide those who wanted to contribute to the debate to be truly informed. He listed northerners who own oil blocks to include Alhaji Mai Deribe, Borno State and owner of Cavendish Petroleum, which operates OML 110 with an average of about N4billion monthly. He also listed Seplat/Platform Petroleum, operators of the ASUOKPU/UMUTU Marginal Field with Mallam (Prince) Sanusi Lamido, Kano , as a major shareholder and director. South Atlantic Petroleum Limited (SAPETRO) established by General T. Y. Danjuma, Taraba State , who is also chairman of Eni Nigeria Limited. SAPETRO partnered with Total Upstream Nigeria Limited (TUPNI) and Brasoil Oil Services Company Nigeria Limited to become operators of the OPL 246. AMNI International Petroleum and Development Company is owned by Alhaji (Colonel) Sani Bello of Kontangora , Niger State. “They are operators of OML 112 and OML 117,” he said. He said that a former Petroleum Minister and former OPEC Chairman, Rilwanu Lukman, another northerner manages AMNI oil blocks “with very key interest in the NNPC/Vitol trading deal.” He said that Oriental Energy Resources Limited, a company owned by Alhaji Indimi, runs three oil blocks – OML 115, the Oldwok field and the Ebok field. Atiku Bagudu In spite of the anti-corruption war of President Muhammadu Buhari, one of the frontline governors of the All Progressives Congress, APC, Atiku Abubakar Bagudu of Kebbi State, is on the wanted list of the government of the United Kingdom for laundering over $515 billion (USD) for the late General Sani Abacha. Documents from the United Kingdom sighted by our correspondent show that the APC governor was one of the major conduit pipes that late military dictator used in looting the Nigerian treasury during his regime. The certified documents show that Governor Bagudu has been on the run from the United Kingdom government since 2003 when the government of Jersey, Channel Islands, a vassal state of UK, “duly and legally charged” him on a five-count charge of criminal offences. Facts are beginning to emerge that the romance between President Buhari and the fugitive APC governor is one of the reasons why the British government is lukewarm in supporting the anti-corruption war of President Buhari despite several pleas from the Nigerian government. In a letter of request for arrest and extradition of Bagudu written by the Jersey Island Attorney General, William Bailhache, on 11th April, 2003 to Declan Chandler of Home Office Judicial Co-operation Unit, 50, Queen Anne’s Gate, London, the AG said they believe Badudu must have relocated to his house at 12819 Elbridge Place Drive, Houston, Texas, United States to evade justice. Bagudu was said to have opened several bank accounts with Deutsche Morgan Greenfell Bank where funds stolen from Nigeria were lodged, but falsely claimed that the huge funds were proceeds from his legitimate private businesses in oil and trading. The summary of the five-count charge against Bagudu are: *Fraud, contrary to the customary law of Jersey, between 9th February, 1998 and 8th May, 1998. *Obtaining services by false pretences, contrary to the customary law of Jersey. *Two (alternate) counts of receiving or possessing property obtained illegally abroad, contrary to the customary law of Jersey, between 1st April, 1998 and 31st August, 1998. *Fraud, contrary to customary law of Jersey, between 1st November 1998 and 16th December, 1998. *Obtaining services by false pretences, contrary to the customary law of Jersey, between 1st November 1998 and 16th December, 1998. Based on this request the British Embassy in Washington wrote to the United States Department of State to make a formal request with reference number 34/03 dated April 11, 2003 for the extradition of Bagudu to its territory to face trial. To facilitate Bagudu’s extradition to the UK territory, the United States District Court for the District of Columbia on May 7, 2003 issued a warrant for his arrest and on May 22, 2003 he was finally nabbed on the streets of Houston, Texas by two officers. He was consequently detained for about sixty days while a court proceeding was on to facilitate his extradition. In the Matter of the Extradition of Abubakar Atiku Bagudu, at the United States District Court for the Southern District of Texas, Houston Division, Assistant United States Attorney, Jeanne M. Hauch deposed a “Complaint in support of the provisional arrest and extradition” of Bagudu and described him as a fugitive whose offence carry maximum penalty of life imprisonment. In the affidavit the Attorney said: “The fugitive was duly and legally charged with having committed, in the jurisdiction of the Requesting State, the following offences contrary to the common or customary law of Jersey. “Two counts of fraud, respectively occurring between February 9 and May 8, 1998 and November 1 and 16, 1998, carrying a maximum penalty of life imprisonment. “Two counts of obtaining a service by false pretences, respectively occurring between February 9 and May 8, 1998 and November 1 and December 16, 1998, carrying a maximum penalty of life imprisonment and “Two counts of receiving or possessing property illegally obtained abroad, occurring between April 1 and August 31, 1998, carrying a maximum penalty of life imprisonment. “The affidavit gave details of how Bagudu facilitated the lodgement of funds allegedly removed from the Nigeria to the foreign accounts. “Another US Assistant Attorney, Noelle Dimarco, also swore a Complaint affidavit where she presented details of how over $515 USD was siphoned from Central Bank of Nigeria to the foreign accounts.” Attorney Dimarco also added in the affidavit that “In this matter the fugitive poses a risk of flight if he becomes aware his extradition is sought. He is believed to possess more than one passport and to control between $1 and $3 billion, and he is able to travel on short notice. Finally, it is suspected that he could depart the United States for Nigeria in the near future, putting him beyond the reach of Jersey law enforcement officials.” However, despite the objections of the Attorney, Bagudu was granted bail on the condition that he will be travelling to Nigeria to refund some money to the Nigerian government with a promise to return to the British vassal state for trial. He got temporary reprieve on November 19, 2003 when his wife, Aisha A. Bagudu signed his bail bond of $500,000 cash. Part of the bail conditions is that he will present himself to the appropriate Nigerian authorities within 14 days of his release, while Jersey, through the United Kingdom, will refer its charges and documentation to Nigeria. On his return to Nigeria, Bagudu actually refunded to the Central Bank of Nigeria through the office of the National Security Adviser the sum of $604,743,187.19 (USD), £60,090,984. 93 and an additional £5.25m. The then CBN Director of Foreign Operations, Mr. M. R Rasheed acknowledged the refunds in a letter to Bagudu routed through the NSA. The United Kingdom authorities were compelled to declare the Kebbi state governor a fugitive as the governor has continued to stay away from Jersey, Channel Island, where his money laundering case is still pending. According to our investigation, the British government is not comfortable with the Buhari administration for shielding Governor Bagudu from justice despite his much touted anti-corruption war.
